Wenzhou Two Village Officials Involved in Expropriation of Land Expropriation

Two “village officials” in Yongqiao Street, Ouhai District, Wenzhou City, took the method of inflating the number of their relatives’ land, forging the signatures of the land-requisitioned farmers, and requisitioning the land using private bank accounts, etc. A total of 71 million yuan. The village official involved in the case Chi Xiaosu, the former branch of the branch of the village of Anxia Village, Yongqiao District, Yuanhai District, is 42 years old. Another village official Lin Quanxing, former director of the village committee of Anxia Village, is 40 years old. The people reported that the case was investigated by Bohai Procuratorate in March this year.

The construction and development headquarters of the urban center of the Erhai District has a resettlement site of 158 mu in Anxia Village, but the land is not connected to an external road. From October to November 2007, the headquarters and the committee of Anxia village discussed and requisitioned 5.29 mu of collective land on Antong West Road of Anxia Village, which was used for the construction of the construction of the command road. The two sides negotiated that the roadside land would be used to collect the right to contract the collective land through Anxia Village and hand it over to the commanding headquarters. The headquarters would pay the land acquisition households a compensation fee of RMB 180,000 per mu for land acquisition.

The prosecutor alleged that in November 2007, Chi Xiaosu and Lin Quanxing used the assistance of the commanding headquarters to facilitate the construction of the land on the road for the construction of the road. They sent 2.207 mu of the collective land of Anxia Village to the name of Lin Quanxing’s father and Lin, and the quilt of Chi Xiaosu’s father, Chiou. Land area of ​​about 0.67 mu was reportedly inflated to 2.085 mu, but the names of the three households whose land was actually expropriated were not reported. In addition, the two people forged the signatures of the land-expropriated farmers on the “Abandoning Land Contract Agreement” and “Abandoning the Village Compensation Payment List” issued by the headquarters according to their submitted list.

On December 4th of the same year, Chi Xiaoshou et al. handled 3 private bank accounts without authorization and provided them to the command post. After that, the compensation for land acquisition transferred from the command to the above-mentioned account totaled more than RMB 900,000 in total. After that, in addition to the land expropriation compensation paid by the two people to the land-expropriated farmers, the remaining 710,000 yuan were to be embezzled, of which, Xiao Xiaosu was awarded 560,000 yuan and Lin Quanxing received more than 140,000 yuan.

During the trial, the prosecutor and the defendant debated whether the two village officials in the case were performing the duties of public power, the amount of the specific embezzlement, and whether they should be convicted of crimes of embezzlement or conviction.

In view of the special nature of the case and its warning role, the Minqiao Street Commission for Discipline and Work in the Erhai District led more than 50 staff members to attend the trial process and use anti-corruption cases to conduct anti-corruption education. When Lin Quanxing appeared in court for trial, he burst into tears and even cried.

It is learnt that the village officials involved in the case will use the money to repay the personal debt and consumption. After the incident, the family members of Chi Xiaoshu have already withdrawn more than 490,000 yuan from the proceeds; the family members of Lin Quanxing have already withdrawn more than 140,000 yuan.
