The Amur Gas Treatment Plant is located in the Swakopin district of Blagoveshchensk, the capital of the Amur State, on the southern border of Russia's Far East, about 200 kilometers from the Black River in China.

The owner is Gazprom Pererabotka Blagoveshchensk, a subsidiary of Gazprom. Gazprom is a world-renowned oil and gas complex group company, one of the top five oil companies in Russia, the largest natural gas company in Russia and the top three in the world. The natural gas company ranked 63rd in the 2017 World Fortune 500.

The total investment of Amur Natural Gas Treatment Plant is estimated to be 15-20 billion US dollars, covering an area of ​​8 million square meters. At the peak period, more than 20,000 people will participate in construction on the construction site. It is expected to be completed in 8 years (2017-2024).

The project is contracted by the Russian Natural Gas Processing Science and Technology Design Institute Open Joint Stock Company (NIPIGAS), one of Russia's leading design institutes in the field of oil and gas processing, belonging to the unique vertically integrated natural gas processing and petrochemical company Sibul (SIBUR) ). Sibul owns and manages Russia's largest natural gas processing business and is a leader in the Russian petrochemical industry. “NIPIGAS” is one of the main designers of large-scale projects such as the liquefied gas production plant “Yamar LNG” and the chief designer of all plants in Western Siberia.

The Amur gas processing project is the source of the Sino-Russian natural gas pipeline east line construction project. The Sino-Russian East Line natural gas pipeline project was called by Russian Prime Minister Dmitry Medvedev as one of the world's largest energy cooperation projects.

According to the plan, the Amur natural gas processing plant project has a design capacity of 42 billion cubic meters of natural gas per year and an annual output of 6 million cubic meters of helium. When completed, it will not only be Russia's largest natural gas processing plant, but will also become one of the world's largest natural gas processing plants.
The Sino-Russian East-line natural gas pipeline, which started in September 2014, has a total length of nearly 4,000 kilometers and passes through five federal districts of the Russian Far East: Irkutsk, Sakha (Yakutia), Amur, Jewish Autonomous Prefecture and Khabarovsk Krai. It is planned to first mine the Chayang gold field in Yakutia, from which the pipeline leading to the border with China and Russia will be laid, which is about 2,200 kilometers long. The Chinese territory of the Sino-Russian East Line natural gas pipeline, which started construction in June 2015, starts from the Sino-Russian border of Heihe City, Heilongjiang Province, and ends in Shanghai, passing through Heilongjiang, Jilin, Inner Mongolia, Liaoning, Hebei, Tianjin, Shandong, Jiangsu, and Shanghai. Waiting for 9 provinces, autonomous regions and municipalities, the proposed new pipeline is 3,170 kilometers.

The project is the source of the second large-scale energy corridor between China and Russia - the east line of the Sino-Russian gas pipeline. It is also a supporting project for the Russian "Siberian Power" pipeline project. The design capacity is 42 billion cubic meters of natural gas per year, including six columns of natural gas purification. The production line, the three-row liquefaction production line, and the three-row natural gas condensate production line have a commercial production capacity of 10,000 tons/year, an ethane production capacity of 2.6 million tons/year, and a natural gas condensate production capacity of 1.6 million tons/year. Upon completion, it will become one of the largest natural gas processing plants in the world. After the completion of the project, it will supply 38 billion cubic meters of commercial gas to China every year.
