Build five major agricultural product industry belts
In recent years, in line with the national comprehensive agricultural development strategy of "concentrating resources to tackle major issues and focusing on key areas," Jilin Province has made a strategic decision to establish five major agricultural product industry belts. These include the corn economic belt, soybean economic belt, high-quality rice economic belt, farming area animal husbandry industry belt, and the Changbai Mountain superior special product industry belt. By leveraging its strengths as a major grain-producing region, the province is working to expand and enhance the deep processing of high-quality grains.
Corn is one of Jilin's core advantages. To transform resource advantages into economic benefits, the province has invested heavily in leading enterprises engaged in corn deep processing. Addressing issues such as outdated equipment and limited production capacity, Jilin allocated nearly 20 million yuan in financial support. This funding has enabled companies to introduce advanced food processing technologies, significantly increasing production scale and developing six major categories of 37 new corn-based food products.
Jilin is also a major producer of high-quality soybeans. Focusing on this unique advantage, comprehensive agricultural development funds have supported the growth of soybean processing projects. Currently, the production capacity for soybean protein isolates has reached 4,000 tons annually, and a new project with an annual output of 10,000 tons of soybean protein concentrates is set to launch this year. Local farmers have signed contracts to plant specialty soybeans across 100,000 mu, helping to build a high-quality soybean base and encouraging a shift in planting structures.
As one of the northern rice-growing regions, Jilin has nearly 10 million mu of rice fields. However, problems such as mixed varieties and low quality have led to high yields but low prices. To address this, the comprehensive agricultural development projects have focused on branding and building standardized rice production bases that meet green and organic standards. In each large irrigation area, one or two leading rice processing enterprises are supported. A competitive mechanism has been introduced to promote industrialized enterprises and boost rice production. Rice from several large irrigation areas now accounts for over 70% of the province’s total rice output. With 60 million yuan in funding, key rice processing companies like Yufeng, Yifeng, Changsheng, Dongfu, and Wanchang have been supported, with an annual processing capacity of 600,000 tons. The enterprise + company + cooperative + farmer model has proven effective in enhancing value and efficiency.
Focusing on upgrading the agricultural industry in major grain-producing areas, Jilin has also vigorously supported the development of high-quality animal husbandry. By building high-quality feed crop bases, the province has accelerated the transformation of feed into meat, promoted rural animal husbandry, and boosted farmers' income. Over 200 million yuan has been invested in supporting key projects, including Deda's broiler processing "one-stop" project, Haoyue's beef cattle processing, Jinchang's beef deep-processing, Jiuniu Dairy's aseptic filling line, and Fajia's goose products. These projects have seen rapid improvements in production capacity and achieved significant results. For example, the broiler production capacity of a leading enterprise has reached 100 million birds per year, up by 67% after investment. Its sales network spans 29 countries, generating 3 billion yuan in revenue annually.
In addition, Jilin has leveraged its rich specialty resources, particularly those of the Changbai Mountains, to strengthen the pharmaceutical industry. Through comprehensive agricultural development, nearly 10 "Beipui" industrial projects have been supported with around 50 million yuan in funding. Companies like Shenye, Luye, and Frog have benefited from GMP upgrades and the establishment of GAP-certified medicinal material bases. Dongfeng Pharmaceutical, for instance, developed four new deer products and established a 3,000-deer breeding farm, becoming China’s first GAP-certified base in 2004. Other projects, such as Jingyu Panax Ginseng Group’s American ginseng and herbal medicine processing, have also seen success, with new products like Panax quinquefolium saponin capsules and American ginseng honey tablets entering the market. These efforts have helped solve long-standing issues of outdated processing equipment and low-value products.
