According to the production license conditions in the "Regulations", the investment project for newly-built heavy-duty truck manufacturers shall include the production of engines for the complete vehicle. For the production of commercial vehicle products for cross-product categories, the company’s asset-liability ratio is within 50%, and the bank’s credit rating is AAA. The total project investment should not be less than RMB 1.5 billion.
The "rules" require commercial vehicle manufacturers to have production thresholds of no less than 5,000 large and medium-sized passenger cars and no less than 50,000 light passenger cars. There are no less than 10,000 heavy trucks, no less than 50,000 medium freight vehicles and no less than 100,000 light trucks.
At the same time, the "Regulations" also made it clear that light passenger vehicles and large and medium-sized bus companies should have the manufacturing capabilities of complete vehicles and bodywork, among which manufacturing vehicle manufacturers should also have the manufacturing capabilities of frame (chassis). The production enterprises of light trucks, medium and heavy-duty trucks shall have the manufacturing capabilities of the complete vehicle, cab, frame (chassis), and car/vehicle compartment, and shall have the manufacturing capabilities of the three major assemblies such as engine, transmission, and axle.
