Automobile Industry “New Deal”: No More Approval of Specific Investment Projects

In a recent development, officials from the National Development and Reform Commission (NDRC) have unveiled a new set of guidelines for China’s automobile industry at the 2004 China Auto Parts Business Forum. Hosted in Shenzhen by the China Federation of Automobile Manufacturers, the Shenzhen Municipal Bureau of Trade and Industry, and the Shenzhen Enterprise Federation, the event brought together experts, domestic and international automakers, and industry leaders to discuss key trends, strategic alliances, and future opportunities in the Chinese auto sector. Experts emphasized that for the Chinese auto industry to grow stronger, it must focus on enhancing the R&D and manufacturing capabilities of its auto parts sector through collaboration. Shenzhen, with its strong industrial base and expertise in automotive electronics, is well-positioned to take advantage of the global shift in auto parts production. The forum also highlighted the importance of integrating into international procurement systems, building independent brands, and improving the quality of spare parts. With China’s accession to the WTO, the industry now faces increased competition in the global market. Experts warned that while the Chinese auto industry has made significant progress over the past 50 years, there is still a noticeable gap compared to foreign counterparts. The new policy introduced by the NDRC aims to address these challenges by promoting diversified investment, supporting independent brand development, and improving the sales and service networks of local manufacturers. Li Gang, Director of the Ministry of Industry and Transportation under the NDRC, explained that the new policy removes provisions inconsistent with WTO rules and focuses on encouraging private enterprises to participate in the auto industry with equal treatment. Investment management will transition from a centralized approval system to a more flexible approach, including examination, approval, and filing systems. This shift aims to balance openness with control, ensuring that environmental and technological standards are met without stifling innovation. The policy also emphasizes the need for China to develop its own research and development capabilities and establish a robust sales network for domestically produced vehicles. It includes measures to regulate the import of auto parts, restrict the production of SKD (Semi-Knocked Down) units, and ensure that domestic companies maintain a significant share in joint ventures. Additionally, the forum addressed the growing challenges in auto parts procurement. Experts noted that effective supply chain management is crucial for competitiveness, with suppliers playing a vital role in product development, cost reduction, and overall efficiency. Companies like Dongfeng are investing heavily in standardized, internationally aligned procurement systems to improve their position in the global market. As the industry moves forward, the new policy is expected to reshape the landscape of China’s automobile sector, driving innovation, fostering collaboration, and positioning the country as a stronger player in the global automotive market.
